Combining Art and Data to Support Tunisia’s First Municipal Elections
Video: Democracy International is using big data to support local elections in Tunisia.
Tunis, Tunisia – As part of the country’s ongoing decentralization effort, Tunisia is scheduled to host municipal elections in 2018. Progress on local elections was made possible following an intensive
redistricting effort that created 86 new and 189 extended municipalities. As
part of this process, Democracy International created the first map of all 350
municipalities (old, new, and extended) in partnership with the Ministry of
Local Affairs and the Independent High Authority for Elections (Instance Supérieure Indépendante pour les Elections). The creation of this municipal map will help
make local government accountable, increase the visibility of local data, and encourage
political engagement at the local level, all of which are critical to Tunisia’s
ongoing democratization efforts.

By analyzing registration and total invalid votes from both the national constituent assembly elections in 2011 and the parliamentary elections in 2014, as well as illiteracy and internet usage rates, we are identifying voter education and GOTV campaign targets. This data-driven campaign strategy (highlighted in the video above) utilizes our open-source mapping to overcome regional challenges.
As with our municipal mapping, we are employing open-source technology to drive voter engagement through GOTV multimedia presentations, such as this mobile 3D projection display (featured in the video below). The animated display uses a combination of art, history, and statistics to create an immersive audio-visual experience for the viewer. The presentation is designed to enhance citizen discourse on democracy, drive voter registration, and encourage active political and civil engagement. Through targeted voter education and other grassroots initiatives we are working with our partners to increase voter turnout and better support Tunisia’s democratic transition.
